Did you get the ARCserve server installed on a debian or ubuntu system? Maybe you have a different installation CDROM. On the CDROM "CA-BrightStor_ArcserveBackupForLinux_Multilanguage_r11.5SP2" there is a "babsvr.rpm" in the directory "bab" which is the .rpm for the server. Unpacking it with "alien -c -g" I did not find a .deb inside. What I found on the CDROM is a "babagtux.deb" in the directory "babagent", but that is only the agent.
