The system fails to reboot, during the kernel boot process it hangs with
the following red error
Timed out for waiting the udev queue being empty.
Begin: Loading essential drivers ... done.

Begin: Mounting root file system ... Begin: Running /scripts/local-top ... done.
Begin: Running /scripts/local-premount ... [ 120.832745] Btrfs loaded,

<system freezes>
About 2 minutes later, kernel panic.
The system will boot normally if powered off fully first.
I have compiled kernel 6.8.8 using the same config and that solves the
problem, however the Ubuntu -generic kernel does not work as described.
