Tested in 24.04. Issue is the same as before: the new GUI setting has no effect on new windows taking focus, just like before. E.g. hit F4 from pcmanfm and the terminal will steal focus.
(I noticed that starting pcmanfm from a terminal focuses pcmanfm no matter what state the rc.xml is in. Not sure if this is different from before.)
