Public bug reported:
During the development of noble, freecol was working, but with the final
release, although freecol installs OK, it will not run. [warning]
/usr/games/freecol: No Java runtime was found, even though
openjdk-21-jre fulfills whatever dependencies are assigned.
However, "apt install openjdk-17-jre" allows freecol to launch, fixing
the problem.
