This seems not to be a bug neither in the Ubuntu version of ccsm nor the
upstream release, but a consequence of having different parts of compiz
coming from different repositories installed at the same time.

You, like me, probably used a third party repository to install Compis
in Feisty, upgraded to Gutsy (which inactivated those third party
repositories) and still have ccsm from the old repository left. Read
more here: http://forum.compiz-fusion.org/showthread.php?p=35445

The solution is to (while only having Gutsy repositories enabled) simply
reinstall compizconfig-settings-manager:

sudo apt-get remove compizconfig-settings-manager
sudo apt-get install compizconfig-settings-manager

Worked for me - Does it work for you?
