Public bug reported:

Please sync xpat2 1.07-20+nmu1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/rules: define _GNU_SOURCE for implicit declaration of function ‘cuserid’
  * No-change rebuild against libxt6t64
  * No change rebuild to gain buildinfo.

The Ubuntu delta defined _GNU_SOURCE for ‘cuserid’.
But the Debian package fixed the problem differently and defined
'NO_CUSERID' instead.
I have built the package in a PPA to confirm it builds properly and
the builds of xpat2 can be seen at
https://launchpad.net/~sudipmuk/+archive/ubuntu/test-ppa/+packages

Changelog entries since current oracular version 1.07-20ubuntu1:

xpat2 (1.07-20+nmu1) unstable; urgency=medium

  * NMU
  * Fix FTBFS for implicit declaration(s). Closes: #1066684
