I'm not sure I agree. If you don't call udevadm trigger/settle, then you
have a race condition; new block devices created as part of the process
of partitioning might not appear in time for partman to use them. The
alternate install CD has a running udevd too, so there's no difference
here; it's not that it needs to be manually triggered in order to happen
at all, it's that we need a synchronisation point.

Maybe something can be done with the --subsystem-nomatch and --attr-
nomatch arguments to udevadm trigger to avoid triggering sound devices?
