Public bug reported:

I have hardware decoding working with mpv, evidence is nvtop. Hardware is AMD 
7840U igpu.
test file is a vp9 encoding. 

vlc .deb does not show VA-API has a decoding option

However, the flatpak package works. 
The snap package does not work.
