Hi,
Regarding the workaround from comment #7. Fixing `lxc config set <>
user.user-data` doesn't help to persist netplan change over reboots
because cloud-init on LXD is executed only once [1]. So we can only
regenerate the user-data by regenerating the whole cloud-init from
scratch. That seems way too much, might lead to juju-agent
reinstallation to a version which was set to cloud-init by Juju upon
juju machine deployment, and likely to break juju agent.
So for all LXDs generated by Juju on version under 2.9.44 the only
viable way forward is to pin netplan version.
