Public bug reported:
We have been required to disable ipv6 on all systems from security
audits. This was working up until fairly recently. I can't pinpoint when
it was last working but it was working as far as I know up until March
2024. This is a fresh install of Ubuntu 22.04 for the most part.

Once we removed the following from grub it started working:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash ipv6.disable=1"
GRUB_CMDLINE_LINUX="ipv6.disable=1"
When trying to install nginx from apt with ipv6 disabled in grub, the following
