I can confirm that python3-evtx from focal-proposed has fixed the bug
for me.
Test done:
installed python3-evtx and execute 'evtx_filter_records.py' to confirm
it still fails to run.
Added focal-proposed to apt sources.
install python3-evtx from focal-proposed.
followed the testplan and executed "evtx_filter_records.py --help" which
showed the help message.
Package tested:
$ apt-cache policy python3-evtx
