After further testing, I wanted to share additional information that
might assist in diagnosing the issue. I have tested kernel version
6.4.0-060400-generic as an alternative and found that the issue does not
occur when I plug in or plug out the power cable (everything works
fine). This kernel version (6.4.0) appears to handle power state
transitions correctly compared to kernel 6.8 (also I tested 6.9.3-060903
and I found that it has the same issue/bug as 6.8).

$ apt list --installed | grep linux-image (Here're the kernels that I
have at this moment, only 6.4.0 runs without any issue)

linux-image-6.8.0-35-generic/noble-updates,noble-security,now 6.8.0-35.35+1 
amd64 [installed,automatic]
