I noticed since the upgrade to 24.04 that html notifications aren't
formatted and show as plain text (e.g "<i> my text </i>" instead of
formatting in italic. This has been noticed by others:

I have also been able to reproduce is sending html formatted text using
notify-send from the terminal.
