shim-signed is tagged because it contains a CSV with the old boot entry,
but it isn't actually used by the newest GRUB (as it is generated now by
grub-install).
Unless we want to branch shim-signed the CSV will stay with the old name
for older releases for now (e.g. possibly the support period of jammy
and focal), so I am untagging this as foundations-todo, but leaving the
bug as future reference.
