I had the same problem. I dual boot Ubuntu 24.04 and Windows 11. The
issue was resolved for me by disabling fast startup in Windows 11

The fast start up option which is enabled by default on Windows 11
hibernates the system instead of shutting it down which seems to be
causing this problem when trying to access the NTFS partition from
Ubuntu.
