Thanks for reporting.

This issue might be intentional. From what I remember, the upgrade path
from LTS to LTS is not opened before the first point release. In this
case that would be when 24.04.1 is avbailable. See for instance
https://ubuntu.com/tutorials/upgrading-ubuntu-desktop#1-before-you-start
which admittedly talk about the previous versions.

I've tried to find an official source outlining the upgrade path, but
someone else might be able to chime in with the specifics.
