Thanks for reporting. This issue might be intentional. From what I remember, the upgrade path from LTS to LTS is not opened before the first point release. In this case that would be when 24.04.1 is avbailable. See for instance https://ubuntu.com/tutorials/upgrading-ubuntu-desktop#1-before-you-start which admittedly talk about the previous versions.
