The gnome-initial-setup package is not the cause of the problem you are
seeing. It is just a graphical application that only runs on first boot
and uses ubuntu-report and therefore was affected by its not accepting
reports. As such, it is completely irrelevant to the bug you and Corrado
(#12) are describing.

If ubuntu-report is holding your boot back it needs a separate bug
report. Ubuntu-report is anyway useless so you could simply do

  sudo apt remove ubuntu-report

or

  systemctl disable --user ubuntu-report
