Thank you for taking the time to report this bug and making Ubuntu
better.
>From your list of steps it appears you did everything correctly. To
check to see if the flash plugin installed correctly type
"about:plugins" into the location bar in Firefox. If it was installed
correctly you should see a listing for "Shockwave Flash" with "File
name: libflashplayer.so" under it. Do you see that in your list? If
not, copy the contents of that page and save it in a text file then
attach it to this bug.
