VERSION="24.04 LTS (Noble Numbat)"

- Until June 2024 I had a Wifi network, WPA3 with a special character in the 
passphrase '£' which worked fine.
- As of Approx 2024-07-01 this network started to fail on joining for only my 
linux laptop
- All other nodes are my LAN using that SSID work fine.
- I changed the special character to a '$' and it started to function fine
- I change it back to include '£' and it failed and clearly shows the char 
substitution when I click 'show password'
- When the dollar char is used it displays literally, this appears to be a 
problem for the £ sign

Why does this matter
- The £ sign can be useful as a password complexity item
- Threat Actors from Russia, China typically don't have the £ sign on their 
keyboard for example
