There are possibly different issues at play here: 1. The key ring is not automatically unlocked upon boot in a user-has-no-password setup (bug for gnome-keyring and or gdm3). 2. The key ring is unlocked automatically upon boot in a user-has-no-password setup, but specifically Chromium fails to recognize the unlocked key ring in that scenario (bug for chromium-browser).
