This is a bug on the Ubuntu Subiquity installer for AARM64 architecture.
The archive mirror is always defaults to non-secured http repo:
http://ports.ubuntu.com/ubuntu-ports/ even changing it to another repo
such as https://mirrors.ocf.berkeley.edu
