Is this package going to be immediately useful to users without xmutil?
If so, I'd like to see that case being made please as an explanation of
user impact. If not, I'd like to see xmutil going into proposed at the
same time as xlnx-platformstats, to be tested together and released at
the same time. If both are for a single user story, then tracking that
entire story in this bug and using multiple bug tasks would seem
appropriate, unless there's a particular reason not to do so.
