you are right; bootscr.rpi has
fdt get value bootargs /chosen bootargs
setenv bootargs "@@LINUX_KERNEL_CMDLINE_DEFAULTS@@ ${bootargs}
@@LINUX_KERNEL_CMM
DLINE@@"
Installing U-Boot on Ubuntu for the Raspberry is anyway a manual process
which requires editing file /boot/firmeware/config.
If users do not want to have flash-kernel adding arguments, they can
edit /etc/default/flash-kernel once to have LINUX_KERNEL_CMDLINE="" and
LINUX_KERNEL_CMDLINE_DEFAULTS="".
