Is it a regression?

Did it work well before 6.8.0-39?

If it's not a regression, please try mainline kernel [1] and latest
linux-firmware [2] one by one.

[1] https://kernel.ubuntu.com/mainline/v6.11-rc1/
[2]
https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/tree/amdgpu

For linux-firmware, please move /lib/firmware/amdgpu/ to backup folder
and cp amdgpu folder above to /lib/firmware/

If it's reproduced, please file an upstream bug.

** Changed in: linux (Ubuntu)
       Status: New => Incomplete
