I can confirm this bug on a NEC Versa L2200 laptop.
On startup, the keyboard is fully responsive.
Incorrect behavior is triggered by a power event (power unplugged,
battery full, etc) and lasts until the system is rebooted.
When unplugging the power after being fully charged, the following
message is logged to /var/log/acpid 50 or so times per second.

`sudo /etc/init.d/acpid restart` fixes the problem when it occurs until
another notification takes place.
`sudo /etc/init.d/acpid stop` fixes the problem but disables
notifications.
Will do some further investigation tomorrow.
