ucx 1.17.0+ds-1 ftbfs on ppc64el, and it was dropped from build
architectures in 1.17.0+ds-2.
Please remove the old binary packages built for ppc64el from Oracular:
libucx-dev | 1.16.0+ds-5ubuntu1 | oracular/universe | ppc64el
libucx0 | 1.16.0+ds-5ubuntu1 | oracular/universe | ppc64el
ucx-utils | 1.16.0+ds-5ubuntu1 | oracular/universe | ppc64el
