Same here as what jamaggs posted above. Running Ubuntu Budgie 24.04 LTS and I was experiencing the same problems resuming from sleep with the default 6.8.0-38 kernel. I installed the liquorix kernel (v. 6.9.10-1-liquorix-amd64) and issue is resolved.
