I was able to reproduce this by creating a focal container, installing
postgresql, and then upgrading to jammy, followed by an upgrade to
attempt to noble. E.g.,
$ lxc launch ubuntu:focal focal
$ lxc exec focal bash
root@focal:~# apt install postgresql
root@focal:~# do-release-upgrade -f DistUpgradeViewNonInteractive # Upgrade to
jammy
root@focal:~# do-release-upgrade --devel
** Summary changed:
- I cant update to the newest version of ubuntu 24,04 LTS
+ Dist-upgrade failed: 'The package 'postgresql-12' is marked for removal but
it is in the removal deny list.'
