With kernel 5.15.0-107 it works.
I tested with 116 and 117. On both kernels the VMs start fails with:
ERROR [COM]: aRC=E_ACCESSDENIED (0x80070005)

aText={The console is not powered up (setVideoModeHint)}, preserve=false
