Experiencing the same issue on a new XPS 9640. Downgrading to a known kernel as pointed by others (linux- image-6.8.0-36-generic) has problems with other areas like WiFi and soundcard.
The solution was to upgrade the kernel to mainline 6.9.1 onwards up to 6.9.12.
