FYI I've now written a small utility "rtfuc" to work around this bug and also to provide better ASCII substitution characters for commands like unrtf --text (as some RTF authoring tools always use a question mark for all substitution characters even when others might be better, e.g. curved quote to straight quote).
rtfuc is for now at https://raw.githubusercontent.com/ssb22/indexer/master/rtfuc.py you can pipe your RTF file through it before sending it to catdoc or unrtf.
