Thank you for your report All networking is started in Run Level S which is the Recovery mode. However in earlier releases the file /etc/network/interfaces included all the interfaces in the machine The /etc/network/interfaces file for 8.04 only contains the local lo interface in that file.
I dont know if this is by design or an oversight. We will assign the bug report to the network-config package and see what those folks say.
