There seems to be multiple issues:
1) This (grubcfg_proxy) is not an Ubuntu provided application (AFAICT)
that crashes and probably causes (some of) your issues. Where does it
come from? Which package provides it?
2) Setting up syncthing-relaysrv (1.27.2~ds4-1) ...

I would advice to:
1) Purge syncthing-relaysrv
2) Purge the unsupported DKMS module (dkms remove akvcam/1.2.2)
3) Check what provides grubcfg_proxy and purge that package
4) apt update && apt upgrade
5) Reinstall any purged packages that you might need/want.
In any case, it's not a kernel problem, so marking the bug as 'Invalid'.
