Yes, I'm swapping MIR requirement #1 with #3, making the build-time test
a recommended TODO, now that we have an autopkgtests.
I consider one set of automated tests to be good enough.
Still, it would be nice if you could try running the same test at build-time,
too (if that's feasible).
