[Impact]

Now that we have the unminimize package ready in main and seeded in
{cloud,server}-minimal, we should drop the duplicated unminimize being
shipped via livecd-rootfs in /usr/local/sbin/unminimize.
[Test Plan]
===========
- Build a test image with livecd-rootfs from -proposed.
- See if /usr/local/sbin/unminimize is still present.
Ideally, there should only be 1 unminimize in /usr/bin/unminimize and
the one in /usr/local/sbin/ should be dropped.
[Where Things Could Go Wrong]
=============================
If someone is relying on the /usr/local/sbin/ path for various scripts,
then their scripts might break.
