Public bug reported:
During upgrade, USB and Bluetooth devices stopped working. Using the
laptop's built-in keyboard, I dismissed a dialog in the terminal on
whether to replace a local configuration file with the maintainer's
version. The terminal showed an error message about unable to execute
apt-listchanges and stopped dpkg from running. The upgrader showed a
dialog that the upgrade failed and the system is in an unusable state.
Dismissing the dialog led to another dialog that the upgrade succeeded
with errors.
This left the system in a half-installed state without a desktop
environment. I was able to manually bring up the network interface and
configure DNS, and continue with apt-get dist-upgrade.
