We are removing update-manager rather than install update-notifier.

Why not update-notifier?

Broken update-notifier:amd64 Depends on update-notifier-common:amd64 <

Hmm so why not update-notifier-common? We don't know, I guess it is fine
upgrading, so let's investigate further and we see

Broken update-notifier:amd64 Depends on gnome-shell:amd64 < 42.9-0ubuntu2.2 |
46.0-0ubuntu6~24.04.4 @ii umR >

What's going on with gnome-shell?

Broken gnome-shell:amd64 Depends on gir1.2-mutter-14:amd64 < none |

  MarkDelete gnome-shell:amd64 < 42.9-0ubuntu2.2 | 46.0-0ubuntu6~24.04.4 @ii

Hmm, what's up with gir1.2-mutter-14?

Broken gir1.2-mutter-14:amd64 Depends on libmutter-14-0:amd64 < none |
46.2-1ubuntu0.24.04.1 @un uH > (= 46.2-1ubuntu0.24.04.1)
  Considering libmutter-14-0:amd64 26 as a solution to gir1.2-mutter-14:amd64 20
  MarkKeep gir1.2-mutter-14:amd64 < none -> 46.2-1ubuntu0.24.04.1 @un uN Ib >
FU=0
  Holding Back gir1.2-mutter-14:amd64 rather than change libmutter-14-0:amd64

It seems libmutter-14-0 is not installable:

Broken libmutter-14-0:amd64 Depends on libpipewire-0.3-0t64:amd64 < none |
1.0.5-1ubuntu1 @un umH > (>= 0.3.33)
  Considering libpipewire-0.3-0t64:amd64 34 as a solution to
libmutter-14-0:amd64 26
  MarkKeep libmutter-14-0:amd64 < none -> 46.2-1ubuntu0.24.04.1 @un uN Ib > FU=0
  Holding Back libmutter-14-0:amd64 rather than change
libpipewire-0.3-0t64:amd64

This seems down to libpipewire-0.3-0t64:

Broken libpipewire-0.3-0t64:amd64 Depends on libspa-0.2-modules:amd64 <
1.2.3-1~22.04.sav0 @ii mK > (= 1.0.5-1ubuntu1)
  Considering libspa-0.2-modules:amd64 4 as a solution to
libpipewire-0.3-0t64:amd64 34
  MarkKeep libpipewire-0.3-0t64:amd64 < none -> 1.0.5-1ubuntu1 @un umN Ib > FU=0
  Holding Back libpipewire-0.3-0t64:amd64 rather than change
libspa-0.2-modules:amd64

So this is the culprit.

You have installed a newer version of libspa-0.2-modules from a PPA
(1.2.3-1~22.04.sav0) than the version in noble (1.0.5-1ubuntu1), we
can't downgrade that, and the new pipewire depends on that.
