This may be solvable in ffmpeg too, perhaps, I'm not entirely sure. I can't quite come up with the correct dependencies in my head, but it seems possible adding some Provides to libavcodec<version> and then Conflicts to those from the libavcodec-extra metapackage might do the trick.
