Public bug reported:

Hi,

I just upgraded a server from 22.04 to 24.04.1 and dropbear prevented
the successfull completion and reboot.

reason:

The server machine has an encrypted disk (luks) and dropbear to login
during ramdisk state and enter the password. Therefore, under 22.04
dropbear was configured in it's configuration file to not start and to
use port 2222.

During upgrade I just had the choice between keeping the old and
installing the new configuration file, and it looked so different, that
I chose the new one because I was afraid the old one wouldn't work.

Unfortunately, dropbear thus dropped both configuration settings, and
started dropbear on port 22 during upgrading process. This caused the
openssh-server to fail because it couldn't start, port was in use, and
thus the upgrading process to fail in general and not reboot.

** Affects: dropbear (Ubuntu)
     Importance: Undecided
         Status: New
