Public bug reported:

This happens in Ubuntu MATE 24.04.1.  When adding an applet to the top
panel next to the "complete" applet (with the volume control, power
options, and so on), there shows up a boundary line around the applet
icon itself.  (This happens with the "inhibit" applet, for example.)
Sometimes even after removing the applet, the boundary line will still
show up in the top panel when clicking on one of the individual applets
in the "complete" applet set.  This is a regression going from 24.04 to
24.04.1.

ALSO, when clicking on one of the applets in the "complete" set, an
application icon (after it's been added to the top panel) will brighten
up on its own (like when a mouse cursor passes over it, for example, but
really doesn't).  This sorely needs to be fixed right away, because it's
such an "in-your-face" regression and once it's "seen," it cannot be
"unseen."  Please fix this, issue a hotfix, and an updated installation
ISO.  I understand there are more "serious" bugs than this, but ...
yeah.  Still.
