Ok I now had access to the AMD laptop in question, and it has oem-
sutton.newell-abeeku-meta.list pointing to sutton.newell repository.
I can also point out that additionally 6.8.0-40 itself does not fix the
flickering, it improves the situation but does not fix it.
And as mentioned, linux-oem-6.8 is not available in the Ubuntu 22.04
repositories, and Lenovo as a vendor has LTS upgrade disabled by
default.
