More information, after some input.

It appears that the 3.5.1-1 ksmbd-tools package does not install cleanly
on top of an older version, nor does the fixed 3.5.2-3. But after
removing *and purging* the existing package (Jammy), the 3.5.2-3 package
from Oracular installs cleanly and completely, with configuration files
in /etc/ksmbd not /usr/local/etc/<nowhere>.

Also because the location and filename of the config file have changed,
it's necessary to move it by hand currently.

So for an existing Jammy installation or failed upgrade:

cp /etc/smb/smb.conf ./ksmbd.conf
dpkg --purge ksmbd-tools
wget <the new version from 
https://launchpad.net/ubuntu/oracular/+package/ksmbd-tools>
dpkg --install ./ksmbd-tools-<version you wgot>
cp ./ksmbd.conf /etc/ksmbd


For a new installation, all should be good, or at least, it was for me after 
the purge.
