I have a related but maybe slightly opposite issue and it is maybe caused by an attempt to fix this one, as I started getting it only since the package upgrade from 4.18.4 to 4.19.3.
I have 3 monitors and on each monitor a bottom panel with the "windows buttons" plugin. I want each monitor to show only the buttons from that monitor, but when I leave the "show windows from all monitors" unchecked, it shows nothing at all, and when I check it, it shows (as intended) all buttons from windows on all monitors.
