Ok, so I've been debugging this since last week and it seemed to have
been related to TCL's `spawn` command  not working properly on the LP
builders for some reason (this then fails one of the `kill` tests as
expect can't verify output from the spawned process). I haven't been
able to reproduce this even on a single core VM locally, so I've been
trying to increase test verbosity for test builds on my test PPA.

This morning, when I started adding sleep calls after make_pipeproc in
testsuite/kill.test/kill.exp, builds started succeeding without any
issues. Out of concern for my sanity, I triggered one more rebuild on
the -proposed version for arm64, and it also build successfully this
time.I'm assuming this is due to flaky LP builder infrastructure, maybe
a lot of the arm64 builders were in use at the same time? (and this
potentially caused issues with forking/spawning processes?)

In any case, all architectures have now built successfully for
procps-2:4.0.4-4ubuntu3.1.
