I cannot reproduce it on 2 other devices that I have
- rpi 3b
- Xilinx Kria KV-240

After debugging it seems that we return in this line:
https://gitlab.gnome.org/GNOME/mutter/-/blob/gnome-42/src/backends/native/meta-
monitor-manager-native.c#L890

if (manager_native->needs_outputs && !can_have_outputs) {RETURN FALSE}

while rpi and kria do not. can_have_outputs seems to be false. drm_info
reports the HDMI monitor as enabled and active.

Further investigation is needed to find out why mutter sees the HDMI
monitor as inactive.
