Here is a debdiff that accomplishes this task. Basically I added three new patches:
1. Add the ssl-cert package as a dependency of ssl-cert. 2. Add SSL configuration options to the default config file. 3. Enable mod_ssl. I'm not sure if this approach is the 100% best way to accomplish this, but I tested the new package in a hardy chroot environment and everything worked fine for me. If there is anything needed to make the patch better please let me know.
