I would not say that ppp and pppoe are random packages. Both are needed to access the internet for me. There are ISPs out there who are using pppoe to give access to the internet. So if those are removed then ->no internet->no access to download ppp/pppoe->no internet->catch 22.
Freeradius is also used to authenticate every client on the lan to access wifi.
