Public bug reported:

Since updating from 22.04 LTS to 24.04 LTS after shutdown the laptop does not
turn on again, the button is like dead. No LEDs light up. Furthermore, after
sleep mode no resuming is possible.
In both cases pressing the reset button in the back of the laptop with a needle
or pressing the power button for 10 seconds allow a clean boot afterwards.
Verification: This also happens when booting a 24.04 live usb stick, however it
works cleanly with a 22.04 live usb stick.

I am happy to provide more information if needed.
