Probably just a bad download and not a bug as such.
So, please try the following commands in a terminal:
1. sudo apt clean
2. sudo apt update
3. sudo apt install thunderbird
Do you now see a successful update?
** Package changed: ubuntu => thunderbird (Ubuntu)
** Changed in: thunderbird (Ubuntu)
Status: New => Incomplete
