You misunderstand Debian / debconf policy here.  Package installation is
expected to work under non interactive mode, IF THERE IS A SENSIBLE
DEFAULT. In this situation, your system is broken with respect to the
bootloader, and there is no sensible way to proceed to the package being
"installed" in a meaningful sense without admin intervention.
